Capability Verification and Inter-laboratory Comparison

Proficiency testing and interlaboratory comparisons are internationally recognized external quality assurance methods for evaluating and monitoring the technical competence of laboratories and ensuring the accuracy and reliability of test data. CNAS-RL02 "Rules for Proficiency Testing" stipulates that laboratories should regard participation in proficiency testing as an important tool to demonstrate their competence. For laboratories that have participated in proficiency testing and demonstrated consistently satisfactory performance, the China National Accreditation Service for Conformity Assessment (CNAS) may consider appropriately simplifying the competence confirmation process for relevant items during various assessments. The "Administrative Measures for Proficiency Testing of Inspection and Testing Institutions" clearly emphasizes the need to strengthen proficiency testing, strengthen the post-registration and in-process supervision and management of inspection and testing institutions, urge inspection and testing institutions to fulfill their primary responsibilities, and ensure that the technical competence of inspection and testing institutions continues to meet relevant conditions and requirements.

Service Products

Proficiency Testing Schemes: Evaluate participants' competence using interlaboratory comparisons according to pre-established criteria.

Measurement Audits: Provide one-on-one specialized proficiency services, comparing a participating laboratory’s measurement results of a test item (material or product) with reference values and evaluating them according to predetermined criteria, characterized by short implementation cycles.

Customized Proficiency Testing Projects: Customize proficiency testing services based on client objectives, combining product characteristics, test items, and implementation methods. Service modes include regular proficiency testing (blind sample assessment), on-site proficiency testing, skill competitions, etc.

In 2026, 245 proficiency testing schemes and 220 measurement audits will be launched. Proficiency testing service capabilities cover 16 professional fields listed in Appendix B of CNAS-RL02:2023 "Rules for Proficiency Testing", including the inspection field (Construction Engineering) and testing fields (Construction and Building Materials, Metals and Alloys and Related Products, Rocks and Ores, Environmental Protection, Petroleum and Related Products, Coal and Related Products, Food and Agricultural Products, Cosmetics, Electrical, Photovoltaic, Toys and Juvenile Products, Ceramics, Polymers and Composites, Paper and Paper Products, Silk, Fibers and Textiles). At the same time, it covers all 9 specialties of the "Qualification Standards for Construction Engineering Quality Testing Institutions".

Service Standards

CTC organizes and conducts proficiency testing activities in accordance with ISO/IEC 17043. At the same time, it follows the requirements of relevant documents such as CNAS-RL02 "Rules for Proficiency Testing" and CNAS-CL03:2024 "Criteria for Proficiency Testing Providers" issued by the China National Accreditation Service for Conformity Assessment (CNAS).
