1.  Preliminary Diagnosis and Scheme Design: Verification of contaminated cultivated land treatment map units (polygons) and compilation of ledgers/assets; soil and agricultural product testing and risk assessment; preparation of implementation plans for the restoration of degraded cultivated land projects; feasibility demonstration of the plans.

2.  Project Implementation and Process Control: Confirmation of map unit boundaries and verification of crops; material procurement and distribution; secondary pollution monitoring (testing of inputs, irrigation water, etc.); technical training; construction of experimental plots; publicity and training.

3.  Effectiveness Evaluation: Soil-agricultural product collaborative monitoring; project satisfaction survey; preparation of effectiveness evaluation plans.
