According to the requirements of the Work Safety Law and other relevant documents, production and business units shall provide work safety education and training to their employees, ensuring that employees possess the necessary work safety knowledge, are familiar with relevant work safety rules, regulations, and safe operating procedures, master the safety operation skills for their positions, understand emergency response measures for accidents, and be aware of their rights and obligations regarding work safety. Employees who have not passed work safety education and training shall not be permitted to work.
If production and business units use dispatched workers, they shall include the dispatched workers in the unified management of their own employees and provide them with education and training on job safety operating procedures and safety operation skills. The labor dispatch units shall provide the dispatched workers with necessary work safety education and training.
Production and business units shall establish work safety education and training records, truthfully documenting the time, content, participants, and assessment results of the training.
Article 97 of the Work Safety Law stipulates that if a production and business unit commits any of the following acts, it shall be ordered to make corrections within a specified period and fined not more than RMB 100,000; if it fails to make corrections within the specified period, it shall be ordered to suspend production and business for rectification and fined not less than RMB 100,000 but not more than RMB 200,000, and the directly responsible persons in charge and other directly responsible persons shall be fined not less than RMB 20,000 but not more than RMB 50,000:
(1) Failing to establish a work safety management organization or assign work safety management personnel or certified safety engineers as required;
(2) Failing to have the principal responsible persons and work safety management personnel of units engaged in the production, operation, storage, and handling of hazardous materials, as well as mines, metal smelting, construction, and transportation units, assessed and certified as required;
(3) Failing to provide work safety education and training to employees, dispatched workers, and student trainees as required, or failing to truthfully inform them of relevant work safety matters as required;
(4) Failing to truthfully record work safety education and training;
(5) Failing to truthfully record the investigation and treatment of accident hazards or failing to report such information to employees;
(6) Failing to formulate emergency response plans for work safety accidents as required or failing to organize regular drills;
(7) Allowing special operations personnel to work without receiving special safety operation training and obtaining corresponding qualifications as required.

Article 8: Dust explosion hazard enterprises shall organize special work safety education and training on dust explosion prevention for responsible persons related to production, equipment, safety management, and relevant employees in dust explosion hazard positions, ensuring that they understand the explosion risks existing in the workplace and posts, and master accident prevention measures and emergency response measures for dust explosion. Special safety training requirements for confined space operations:
Article 9: Industrial and trade enterprises shall organize special safety training on confined space operations at least once a year, training work safety knowledge and skills for confined space operations to approvers, supervisors, operators, and emergency rescue personnel, and keep truthful records. Occupational health training requirements for employers:
Principal responsible persons, occupational health management personnel, and workers of employers shall receive occupational health training on time. Principal responsible persons and occupational health management personnel shall receive occupational health training within 3 months after taking office, with initial training of no less than 16 class hours, followed by continuing education once a year, with continuing education of no less than 8 class hours.
